This course provides an overview of Organic Manufacturing Compliance under the National Organic Program (NOP), focusing on requirements in Title 7 U.S.C. Chapter 94 (Organic Certification) and 7 CFR Part 205. It explains how organic certification functions as a regulated system overseen by USDA’s Agricultural Marketing Service (AMS), and how it applies to production, handling, labeling, and certification activities.
Learners will develop the ability to interpret key requirements, support audits, manage interactions with certifiers, and identify compliance risks that may affect certification and organic integrity.

Jayne Roth, joined IEH in 2025 as Senior Director of Technical Services. She brings expertise in food safety, regulatory compliance, and public health. She holds an M.P.H. from the University of Illinois Springfield and a B.S. in Health Science with a focus in Microbiology from Western Illinois University. She is also an M.J. candidate in Global Food Law at Michigan State University College of Law.
Prior to joining IEH, Mrs. Roth spent over two decades in leadership roles across government, industry, and consulting. She successfully directed statewide food safety programs at the Illinois Department of Public Health and contributed to FDA regulatory policy as a Retail Food Standardization Officer. She was a key member of the Walmart Home Office Food Safety Team, where she was responsible for overseeing in-store food safety operations across more than 700 Walmart stores and Sam’s Clubs in the eastern United States. In this role, she ensured operational compliance with food safety standards, supported infectious disease response, and collaborated with the Walmart Emergency Operations Center (EOC) during natural disasters to maintain food safety and public health readiness.
For more than eight years, Mrs. Roth has also provided expert consulting to national restaurant chains and Fortune 500 food companies. Her work has included crisis and recall management, comprehensive risk assessments, and leading investigations into multi-state foodborne illness outbreaks. She continues to provide expert testimony in foodborne illness and regulatory compliance cases and is a recipient of the Illinois Public Health Worker of the Year honor.
